I came across this in a Vietnamese class I once took - it is an excellent way to rate your ability in a foreign language.  Unfortunately my score is down near the zero / one mark!  Where's yours?

1 You can produce a simple initial utterance, but may fail to understand the response.  You can exchange greetings and basic personal details and express simple needs. You can recognise some isolated words but little connected sense.  You can write some isolated words and a few sentences.
2 You can produce a stimulus and understand very simple sentences spoken slowly and clearly.  You can identify yourself and state your business. You can understand key words and headings.  You can write simple notes and complete personal information on forms.
3 You can communicate on routine topics with a native speaker speaking at reduced speed.  You can obtain essential information about times, dates, directions, etc. You can understand simple instructions, e.g. for operating a photocopier, notices and signs and write simple sentences.
4 You can follow speech on an established topic and talk about yourself, your company and your work.  You could continue to learn on your own in a native speaking environment. You can read most work-related correspondence but may need to have details clarified.  You can write in list form.
5 You can follow conversation between two native speakers.  You are unable to participate fully but you can communicate satisfactorily and make yourself understood. You can read and understand the gist of work-related correspondence and write pre-established routine correspondence.
6 You are able to participate in a conversation with two sympathetic native speakers speaking at normal speed and ask ask for clarification in case of misunderstanding. You can read and write work-related texts, e.g. letters, order forms.  There may be inaccuracies but not misunderstanding.
7 You can take part in group communication of a routine type and make appropriate contributions.  You can request and obtain detailed information when required. You can read work-related texts, e.g. professional magazines and initiate and sustain communication at office level.
8 You can take part in group communication, including in stressful or delicate situations such as meetings, presentations and negotiations. You can read different types of text and write professionally within established frames of reference, e.g. reports.
9 You can establish both a formal and a friendly relationship with ease.  You can make detailed presentations and negotiate successfully and with accuracy. You can read different types of text and fulfil all personal and professional writing requirements with ease.
